第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙(shuang)代會第一次會議(yi),共(gong)收到(dao)提(ti)案(an)表126份,經(jing)提(ti)案(an)委員(yuan)會專(zhuan)題(ti)會議(yi)審議(yi)后,歸類整理出(chu)64件提(ti)案(an)、31個(ge)意見和(he)建議(yi)、5個(ge)不(bu)立案(an)議(yi)題(ti)。

  具體情(qing)況如(ru)下(xia):(一)對符合黨和國家政策(ce)法(fa)規(gui),學(xue)(xue)(xue)校(xiao)有條件(jian)辦理(li),又確(que)實需(xu)(xu)要辦理(li)的(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)委(wei)員會(hui)將(jiang)80個(ge)議(yi)題整(zheng)理(li)合并為(wei)64個(ge)正式提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an);(二)對一些不(bu)(bu)(bu)符合立(li)(li)案(an)(an)(an)(an)(an)(an)(an)要求(qiu)(qiu)但(dan)有參考價值(zhi)的(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)委(wei)員會(hui)將(jiang)41個(ge)議(yi)題匯總(zong)整(zheng)理(li)為(wei)31個(ge)意見(jian)和建(jian)(jian)議(yi),匯總(zong)后轉送有關(guan)職能部門,逐條向提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)人(ren)回復;(三)對屬于個(ge)人(ren)問(wen)(wen)題提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)、或(huo)提(ti)(ti)出(chu)的(de)(de)(de)問(wen)(wen)題正確(que),但(dan)已(yi)經解決的(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),以及一時沒有條件(jian)解決的(de)(de)(de),可向提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)人(ren)做(zuo)出(chu)解釋的(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),則(ze)不(bu)(bu)(bu)予立(li)(li)案(an)(an)(an)(an)(an)(an)(an)。(四)5個(ge)不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)(an)議(yi)題:第(di)一,關(guan)于為(wei)來深探望子女的(de)(de)(de)父(fu)母提(ti)(ti)供臨(lin)時住所的(de)(de)(de)建(jian)(jian)議(yi)。不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)(an)原因(yin)(yin):學(xue)(xue)(xue)校(xiao)西麗湖(hu)校(xiao)區設(she)有招待所,可以滿足需(xu)(xu)求(qiu)(qiu);第(di)二,關(guan)于建(jian)(jian)議(yi)學(xue)(xue)(xue)校(xiao)為(wei)各(ge)二級(ji)學(xue)(xue)(xue)院(yuan)單位配備急(ji)救箱的(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)(an)原因(yin)(yin):急(ji)救工作(zuo)(zuo)涉(she)及面廣,針對性強,需(xu)(xu)要有資質的(de)(de)(de)醫護人(ren)員正確(que)規(gui)范操作(zuo)(zuo),建(jian)(jian)議(yi)將(jiang)突發(fa)情(qing)況及時報(bao)告(gao)醫務室(shi)或(huo)校(xiao)外醫療(liao)機(ji)構處置;第(di)三,關(guan)于清理(li)辦公(gong)室(shi)毀壞桌椅的(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)(an)原因(yin)(yin):無明確(que)地點;第(di)四,關(guan)于修(xiu)剪學(xue)(xue)(xue)校(xiao)內(nei)路(lu)邊(bian)的(de)(de)(de)樹枝的(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)(an)原因(yin)(yin):屬于明喆(zhe)物業綠化管理(li)日常(chang)工作(zuo)(zuo);第(di)五,關(guan)于校(xiao)門增加校(xiao)區標(biao)識,設(she)計考慮建(jian)(jian)筑風(feng)水的(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)(an)原因(yin)(yin):不(bu)(bu)(bu)符合一事一議(yi)原則(ze),其中一事提(ti)(ti)法(fa)亦不(bu)(bu)(bu)妥當。

  二、提案受理情況

  在落實(shi)提(ti)案(an)辦(ban)理的過程中,學校工(gong)會(hui)多次(ci)召(zhao)開提(ti)案(an)工(gong)作委(wei)員會(hui)會(hui)議,及時與有關(guan)的職能部(bu)門進行溝通(tong),完(wan)成提(ti)案(an)處(chu)理落實(shi)工(gong)作。

  64件提(ti)案涉及到教(jiao)(jiao)學(xue)、科研、學(xue)生、人事、行政教(jiao)(jiao)輔、生活服務及其(qi)它等7個方(fang)面。其(qi)中(zhong)“(一)制作佩戴校(xiao)(xiao)徽(hui);(二)開設(she)“書(shu)院論壇”;(三)推進解決教(jiao)(jiao)職(zhi)工(gong)集(ji)資款;(四)進一步(bu)完善校(xiao)(xiao)園無線網絡覆(fu)蓋(gai);(五)新增校(xiao)(xiao)區電(dian)瓶(ping)車(che)、方(fang)便(bian)師(shi)生員(yuan)工(gong)出(chu)行”等5件提(ti)案確定為(wei)2013年度學(xue)校(xiao)(xiao)為(wei)教(jiao)(jiao)職(zhi)工(gong)辦理的實事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提案(an)委員會是(shi)雙代會提案(an)落實的最基本的工(gong)作(zuo)組(zu)織(zhi)(zhi)。本著(zhu)“提醒重視,溝通交流(liu),推動進程(cheng)”的工(gong)作(zuo)原則,對與多部門相關的提案(an),注重組(zu)織(zhi)(zhi)協調;對常規提案(an),逐一跟(gen)蹤檢查。一年來,在校分管領導的指導、各部門支持、以及全體委員和(he)校工(gong)會共(gong)同努力下,較好地履(lv)行了職責,順利地完成了工(gong)作(zuo)任務。

  1.做好(hao)提案宣傳(chuan)工作(zuo),使廣大教職工和雙代(dai)會(hui)(hui)代(dai)表(biao)加深對提案價值的(de)認識:即提案是雙代(dai)會(hui)(hui)廣泛(fan)聯系(xi)群眾(zhong)(zhong)、集中群眾(zhong)(zhong)智慧(hui)、吸(xi)引教職工參與學校民主管理和民主監督的(de)一個重要途徑。

  2.保證提(ti)案調研時(shi)(shi)間。嚴格執(zhi)行(xing)雙代會相關規定,督促(cu)代表樹立群(qun)(qun)眾意識,平時(shi)(shi)注意群(qun)(qun)眾反映,為(wei)提(ti)案準備信(xin)息資源,及時(shi)(shi)反映教職工的意見(jian)和建議。

  3.準確把(ba)握(wo)提案(an)的(de)立案(an)。凡是(shi)按要求(qiu)提交(jiao)的(de)提案(an)表,原則上都予(yu)以(yi)立案(an)。對(dui)于沒有立案(an)的(de)提案(an),即使是(shi)個案(an)或建議,本著實事(shi)求(qiu)是(shi)的(de)態(tai)度(du)認真(zhen)對(dui)待和處理(li)。

  4.不斷提高提案(an)辦(ban)理(li)的(de)(de)(de)質量。一(yi)是(shi)規范提案(an)辦(ban)理(li)的(de)(de)(de)程(cheng)序;二是(shi)加(jia)大督辦(ban)的(de)(de)(de)力度,跟蹤落實,確保能解(jie)(jie)決(jue)的(de)(de)(de)問題及時解(jie)(jie)決(jue)。一(yi)些因客觀原(yuan)因一(yi)時做(zuo)不到的(de)(de)(de),則做(zuo)好(hao)解(jie)(jie)釋工作,真正做(zuo)到案(an)案(an)有(you)(you)回音,件件有(you)(you)交待。

  5.推動(dong)承(cheng)辦(ban)單位實施“一把手”工程,確保交出滿意(yi)“答(da)卷”。在(zai)提案(an)(an)辦(ban)理過(guo)程中,絕大多(duo)數承(cheng)辦(ban)單位一把手親自負(fu)(fu)責(ze)(ze),親自過(guo)問(wen),從(cong)(cong)嚴要(yao)求、從(cong)(cong)快辦(ban)理,表(biao)現(xian)出對學校事業高度(du)負(fu)(fu)責(ze)(ze)的(de)態度(du)。人事處承(cheng)辦(ban)提案(an)(an)14件、意(yi)見和建議5個;后勤(qin)基建處承(cheng)辦(ban)提案(an)(an)11件、意(yi)見和建議12個。此(ci)類提案(an)(an)大多(duo)是民生話(hua)題,直接關系(xi)到(dao)師(shi)生員工的(de)切身利益。在(zai)接到(dao)提案(an)(an)后,兩個部門負(fu)(fu)責(ze)(ze)人分(fen)別帶領有關人員,認(ren)真分(fen)析(xi)原因(yin),限時辦(ban)理,并加強與提案(an)(an)人溝通,爭取(qu)提案(an)(an)人的(de)理解和支持(chi)。

  至2013年底,在(zai)各承辦部(bu)門的大力支持和配合下,已全部(bu)答(da)復(fu)提(ti)案人。承諾為教(jiao)職員工(gong)辦的年度5件實事中,書院論壇開始運作;電瓶車新增了3輛;校(xiao)(xiao)徽在(zai)進(jin)一(yi)步的改進(jin);校(xiao)(xiao)園無線網絡在(zai)進(jin)一(yi)步的完善;教(jiao)職工(gong)集(ji)資款這一(yi)歷(li)史遺留問題(ti)正在(zai)處(chu)理(li)中,學(xue)校(xiao)(xiao)一(yi)如(ru)既往積極(ji)與上海思博(bo)職業技術學(xue)院聯系,責成(cheng)校(xiao)(xiao)內有關公司(si)按公司(si)法(fa)(fa)合法(fa)(fa)、合理(li)、合情地予(yu)以解決。3月20日,上海思博(bo)職業技術學(xue)院黨政主要領導帶隊(dui)來校(xiao)(xiao)尋求解決途徑(jing)。我們將(jiang)繼續跟蹤推(tui)進(jin),確保教(jiao)職工(gong)的合法(fa)(fa)權益。

  綜上所(suo)述,上次會議64件提案中,不(bu)宜采用和難以(yi)落(luo)實(shi)的(de)(de)共10項,占15.6%;其余54件,已經落(luo)實(shi)和正在(zai)落(luo)實(shi)的(de)(de)48件,占75.0%;還有正在(zai)論證,經過努力(li)可以(yi)完成的(de)(de)6件,占9.4%。

  提案(an)(an)委員(yuan)會(hui)向提案(an)(an)人發出《提案(an)(an)反饋意(yi)(yi)見(jian)評(ping)(ping)價表》,對職能部門承辦的(de)(de)64個(ge)(ge)提案(an)(an)給出“滿(man)意(yi)(yi)”、“不(bu)滿(man)意(yi)(yi)”、“無所(suo)謂(wei)(wei)”的(de)(de)評(ping)(ping)價意(yi)(yi)見(jian)。統計結果為(wei):2個(ge)(ge)提案(an)(an)被評(ping)(ping)“無所(suo)謂(wei)(wei)”,5個(ge)(ge)提案(an)(an)被評(ping)(ping)“不(bu)滿(man)意(yi)(yi)”,57個(ge)(ge)提案(an)(an)都(dou)被評(ping)(ping)為(wei)“滿(man)意(yi)(yi)”,提案(an)(an)反饋意(yi)(yi)見(jian)的(de)(de)滿(man)意(yi)(yi)度(du)為(wei)89.1%。

  五、存在問題和今后的打算

  提案工作與(yu)過去(qu)相比(bi)有進步,但仍然存在一些問題和不足。

  1.個別(bie)提(ti)案(an)(an)承辦部門對(dui)所辦理(li)的提(ti)案(an)(an)重(zhong)視程度不夠,辦理(li)過程拖拉,辦理(li)質量不高。

  2.雙代(dai)會代(dai)表提(ti)案工作水平有待提(ti)高,特別是提(ti)案撰(zhuan)寫比較(jiao)集(ji)中民生福利,而(er)對學(xue)校發展大局(ju)關注度不(bu)夠。

  針對存在的(de)問題,我(wo)們提(ti)出改進工(gong)作(zuo)的(de)措施:(1)加強與(yu)提(ti)案承辦部門溝(gou)通,提(ti)升(sheng)他們對提(ti)案落實工(gong)作(zuo)重要(yao)性的(de)認識;(2)在可能的(de)條件下,對雙代(dai)(dai)會(hui)代(dai)(dai)表(biao)進行提(ti)案方(fang)面的(de)培訓學(xue)習(xi),提(ti)高提(ti)案工(gong)作(zuo)水平。

  六、總結表彰

  經工會(hui)委員會(hui)評選,2013年度4個(ge)“優秀提案”和2個(ge)“提案承辦先(xian)進(jin)單位”分別是:

  第一,鄭(zheng)永森、張(zhang)臻、蘇文代表提出的(de)“開設‘書院講壇’,推(tui)進(jin)書院制改革和文化(hua)育(yu)人工作”;第二,麻小紅、魯林華、施蓓、朱方來、鮑薇(wei)薇(wei)、邱(qiu)浩、肖景文、王群(qun)、張(zhang)雷(lei)代表提出的(de)“公布學校教師(shi)集(ji)資款(kuan)運營狀態”;第三(san),郭剛、吳鋒、余(yu)菲(fei)、李放、尹向東、陳燕代表提出的(de)“將無線網絡覆蓋(gai)整個(ge)校區(qu)”;第四,袁述義、楊燕云、文小龍(long)代表提出的(de)“制作佩戴校徽”。

  2013年度(du)2個“提案(an)承(cheng)辦先進單位”分別(bie)是人(ren)事處(chu)、后勤基建處(chu)。

第二部分:本次雙代會提案和建議情況報告

  按照(zhao)學校《教職工(gong)(gong)代(dai)(dai)表大會(hui)(hui)工(gong)(gong)作(zuo)細則(ze)》和工(gong)(gong)會(hui)(hui)的有關規定(ding),校工(gong)(gong)會(hui)(hui)于今年3月(yue)初向學校提(ti)交了(le)(le)“關于召開第(di)五屆(jie)教代(dai)(dai)會(hui)(hui)暨第(di)六屆(jie)工(gong)(gong)代(dai)(dai)會(hui)(hui)第(di)二次(ci)會(hui)(hui)議(yi)的請示”,并于3月(yue)14日得(de)到校黨委批復,啟動大會(hui)(hui)的籌備程序(xu),給各(ge)分工(gong)(gong)會(hui)(hui)發出了(le)(le)向代(dai)(dai)表征集(ji)提(ti)案(an)的通知。代(dai)(dai)表們圍繞學校發展、人事制(zhi)度改革以及教職工(gong)(gong)所關心的問題,認(ren)真思考,深入調研,廣泛(fan)聽取意見,負責任地提(ti)交每一個提(ti)案(an)。

  截至3月25日(ri),本(ben)次雙(shuang)代(dai)會(hui)共收到(dao)99份提(ti)案表(biao)(biao)(見(jian)附件2)。分(fen)為教(jiao)學、科(ke)研(yan)、學生、人事、行政教(jiao)輔、生活服務(wu)及其它等方(fang)面。會(hui)后,提(ti)案工作委(wei)員會(hui)將本(ben)著務(wu)實(shi)革新精神,對代(dai)表(biao)(biao)們提(ti)出的提(ti)案進行歸類(lei)整理,認真討論研(yan)究(jiu)是否立案,同時(shi)送(song)校領導(dao)批示,提(ti)交相關職能部門落(luo)實(shi)辦理。
