第一部分 第一次會議提案工作情況
一、提案提交情況
2013年(nian)雙代會(hui)第一次(ci)會(hui)議,共(gong)收(shou)到提案表126份,經提案委員會(hui)專題會(hui)議審議后,歸類整理出64件提案、31個意見和(he)建議、5個不立案議題。
具體情況(kuang)(kuang)如(ru)下(xia):(一(yi)(yi))對(dui)符合(he)黨和國家(jia)政(zheng)策法規(gui),學(xue)(xue)校(xiao)(xiao)(xiao)有(you)(you)條件辦理,又確(que)實(shi)需要(yao)辦理的(de)(de)提案(an)(an)(an)(an)(an),提案(an)(an)(an)(an)(an)委員會將80個議(yi)題(ti)(ti)整(zheng)理合(he)并為(wei)64個正式提案(an)(an)(an)(an)(an);(二(er)(er))對(dui)一(yi)(yi)些不(bu)(bu)符合(he)立(li)案(an)(an)(an)(an)(an)要(yao)求(qiu)但(dan)有(you)(you)參考(kao)價值的(de)(de)提案(an)(an)(an)(an)(an),提案(an)(an)(an)(an)(an)委員會將41個議(yi)題(ti)(ti)匯總整(zheng)理為(wei)31個意見和建議(yi),匯總后轉送有(you)(you)關(guan)(guan)職能部門,逐條向提案(an)(an)(an)(an)(an)人(ren)(ren)回復;(三(san))對(dui)屬于個人(ren)(ren)問題(ti)(ti)提案(an)(an)(an)(an)(an)、或提出(chu)(chu)的(de)(de)問題(ti)(ti)正確(que),但(dan)已(yi)經解(jie)決(jue)(jue)的(de)(de)提案(an)(an)(an)(an)(an),以及一(yi)(yi)時沒(mei)有(you)(you)條件解(jie)決(jue)(jue)的(de)(de),可向提案(an)(an)(an)(an)(an)人(ren)(ren)做(zuo)出(chu)(chu)解(jie)釋的(de)(de)提案(an)(an)(an)(an)(an),則(ze)不(bu)(bu)予立(li)案(an)(an)(an)(an)(an)。(四)5個不(bu)(bu)立(li)案(an)(an)(an)(an)(an)議(yi)題(ti)(ti):第一(yi)(yi),關(guan)(guan)于為(wei)來(lai)深探望子(zi)女的(de)(de)父母提供臨(lin)時住所的(de)(de)建議(yi)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)原因(yin):學(xue)(xue)校(xiao)(xiao)(xiao)西麗湖校(xiao)(xiao)(xiao)區設有(you)(you)招待(dai)所,可以滿足需求(qiu);第二(er)(er),關(guan)(guan)于建議(yi)學(xue)(xue)校(xiao)(xiao)(xiao)為(wei)各二(er)(er)級(ji)學(xue)(xue)院單(dan)位配備(bei)急救(jiu)箱的(de)(de)提案(an)(an)(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)原因(yin):急救(jiu)工作(zuo)涉及面廣(guang),針對(dui)性強,需要(yao)有(you)(you)資(zi)質(zhi)的(de)(de)醫護人(ren)(ren)員正確(que)規(gui)范操作(zuo),建議(yi)將突發情況(kuang)(kuang)及時報告醫務室或校(xiao)(xiao)(xiao)外醫療(liao)機(ji)構處置;第三(san),關(guan)(guan)于清理辦公室毀壞桌椅的(de)(de)提案(an)(an)(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)原因(yin):無(wu)明確(que)地點;第四,關(guan)(guan)于修剪學(xue)(xue)校(xiao)(xiao)(xiao)內路邊的(de)(de)樹枝(zhi)的(de)(de)提案(an)(an)(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)原因(yin):屬于明喆物(wu)業綠化管理日(ri)常工作(zuo);第五,關(guan)(guan)于校(xiao)(xiao)(xiao)門增加校(xiao)(xiao)(xiao)區標識,設計考(kao)慮建筑風水(shui)的(de)(de)提案(an)(an)(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)原因(yin):不(bu)(bu)符合(he)一(yi)(yi)事一(yi)(yi)議(yi)原則(ze),其中一(yi)(yi)事提法亦不(bu)(bu)妥當。

二、提案受理情況
在落(luo)實(shi)提案(an)(an)(an)辦理(li)的(de)(de)過程中,學校(xiao)工(gong)會(hui)多次召開提案(an)(an)(an)工(gong)作委員會(hui)會(hui)議,及時(shi)與有關的(de)(de)職能部門進(jin)行溝通,完成提案(an)(an)(an)處理(li)落(luo)實(shi)工(gong)作。
64件提案(an)涉及到教學(xue)、科研、學(xue)生(sheng)、人事、行(xing)(xing)政(zheng)教輔、生(sheng)活服務及其(qi)它(ta)等7個方面。其(qi)中“(一)制作佩(pei)戴校(xiao)徽;(二)開(kai)設“書院論(lun)壇”;(三)推進解決教職工(gong)集資(zi)款(kuan);(四)進一步完善(shan)校(xiao)園無(wu)線(xian)網(wang)絡(luo)覆蓋;(五(wu))新增校(xiao)區電瓶車、方便師生(sheng)員工(gong)出行(xing)(xing)”等5件提案(an)確定為2013年度學(xue)校(xiao)為教職工(gong)辦理的實事。

四、提案委員會工作
提(ti)案(an)委(wei)員會是(shi)雙代會提(ti)案(an)落實的(de)最基本的(de)工作(zuo)(zuo)組織(zhi)。本著“提(ti)醒重(zhong)視,溝(gou)通交流,推動進程(cheng)”的(de)工作(zuo)(zuo)原則,對(dui)與(yu)多部門(men)(men)相關的(de)提(ti)案(an),注重(zhong)組織(zhi)協調;對(dui)常(chang)規提(ti)案(an),逐一(yi)跟蹤檢查。一(yi)年來,在(zai)校(xiao)分管領導(dao)(dao)的(de)指導(dao)(dao)、各部門(men)(men)支持、以(yi)及全體委(wei)員和(he)校(xiao)工會共同努力下,較好地履行了職責,順利地完(wan)成(cheng)了工作(zuo)(zuo)任務。
1.做好提案宣傳(chuan)工(gong)作,使廣大教職(zhi)工(gong)和雙代(dai)(dai)會(hui)代(dai)(dai)表加深對提案價值的(de)認識:即提案是雙代(dai)(dai)會(hui)廣泛(fan)聯系群眾、集中群眾智慧、吸引教職(zhi)工(gong)參與(yu)學校民主管理和民主監(jian)督的(de)一個重要途徑。
2.保證提案調研時(shi)間。嚴格執(zhi)行雙代(dai)會相關規定,督(du)促代(dai)表樹(shu)立群眾(zhong)意(yi)識,平時(shi)注意(yi)群眾(zhong)反(fan)映(ying),為提案準備(bei)信(xin)息資源(yuan),及時(shi)反(fan)映(ying)教職工(gong)的(de)意(yi)見(jian)和建議。
3.準確把握提(ti)(ti)(ti)案(an)的(de)立(li)案(an)。凡是按要求提(ti)(ti)(ti)交的(de)提(ti)(ti)(ti)案(an)表,原則上都予以立(li)案(an)。對于(yu)沒有立(li)案(an)的(de)提(ti)(ti)(ti)案(an),即使是個案(an)或建議,本著實事(shi)求是的(de)態度(du)認真對待(dai)和處理。
4.不斷提(ti)(ti)高(gao)提(ti)(ti)案(an)辦理的(de)(de)質(zhi)量。一是規范提(ti)(ti)案(an)辦理的(de)(de)程(cheng)序;二是加大(da)督辦的(de)(de)力(li)度,跟蹤(zong)落實(shi),確保(bao)能解決的(de)(de)問題(ti)及(ji)時(shi)解決。一些(xie)因客觀(guan)原(yuan)因一時(shi)做不到的(de)(de),則做好解釋工(gong)作,真正做到案(an)案(an)有回(hui)音(yin),件件有交待。
5.推動承辦(ban)單(dan)位實施“一(yi)把(ba)(ba)手”工(gong)程,確保交出滿意“答卷(juan)”。在提(ti)案辦(ban)理過(guo)程中,絕大(da)多(duo)(duo)數(shu)承辦(ban)單(dan)位一(yi)把(ba)(ba)手親(qin)自負責,親(qin)自過(guo)問,從嚴要求、從快辦(ban)理,表現出對學校事業高(gao)度負責的(de)(de)態度。人(ren)事處承辦(ban)提(ti)案14件(jian)、意見(jian)和建議(yi)5個;后勤基建處承辦(ban)提(ti)案11件(jian)、意見(jian)和建議(yi)12個。此(ci)類提(ti)案大(da)多(duo)(duo)是民生話題,直接關系到(dao)師(shi)生員工(gong)的(de)(de)切(qie)身利益。在接到(dao)提(ti)案后,兩個部門負責人(ren)分別帶領(ling)有(you)關人(ren)員,認(ren)真分析原(yuan)因(yin),限時(shi)辦(ban)理,并加強(qiang)與提(ti)案人(ren)溝(gou)通,爭取提(ti)案人(ren)的(de)(de)理解和支持(chi)。
至2013年底(di),在(zai)各承(cheng)辦部門的大(da)力支持和配合(he)下,已全部答復提案(an)人。承(cheng)諾為教職(zhi)員工(gong)辦的年度(du)5件實事中,書(shu)院論壇開始運作;電瓶車(che)新(xin)增了3輛(liang);校(xiao)徽在(zai)進(jin)一步的改進(jin);校(xiao)園無線網絡(luo)在(zai)進(jin)一步的完善;教職(zhi)工(gong)集資款這一歷史遺留問題正(zheng)在(zai)處理(li)中,學校(xiao)一如既往積極與上(shang)海(hai)思(si)博職(zhi)業(ye)技術學院聯系(xi),責(ze)成校(xiao)內有關公(gong)司按公(gong)司法(fa)合(he)法(fa)、合(he)理(li)、合(he)情(qing)地予以解(jie)決。3月20日,上(shang)海(hai)思(si)博職(zhi)業(ye)技術學院黨政主要(yao)領導帶隊來校(xiao)尋求解(jie)決途徑。我們將(jiang)繼續跟蹤推進(jin),確保教職(zhi)工(gong)的合(he)法(fa)權益。
綜上(shang)所述,上(shang)次會議64件提(ti)案中(zhong),不(bu)宜采用和(he)難以落實(shi)的共10項,占(zhan)15.6%;其余54件,已經落實(shi)和(he)正(zheng)在落實(shi)的48件,占(zhan)75.0%;還有(you)正(zheng)在論(lun)證,經過努力可以完(wan)成的6件,占(zhan)9.4%。
提(ti)(ti)(ti)(ti)案(an)委(wei)員會向提(ti)(ti)(ti)(ti)案(an)人發(fa)出《提(ti)(ti)(ti)(ti)案(an)反饋(kui)意(yi)(yi)(yi)見評(ping)價表》,對(dui)職(zhi)能部(bu)門(men)承辦的(de)(de)64個提(ti)(ti)(ti)(ti)案(an)給出“滿(man)意(yi)(yi)(yi)”、“不滿(man)意(yi)(yi)(yi)”、“無(wu)所謂”的(de)(de)評(ping)價意(yi)(yi)(yi)見。統計結果為(wei):2個提(ti)(ti)(ti)(ti)案(an)被評(ping)“無(wu)所謂”,5個提(ti)(ti)(ti)(ti)案(an)被評(ping)“不滿(man)意(yi)(yi)(yi)”,57個提(ti)(ti)(ti)(ti)案(an)都被評(ping)為(wei)“滿(man)意(yi)(yi)(yi)”,提(ti)(ti)(ti)(ti)案(an)反饋(kui)意(yi)(yi)(yi)見的(de)(de)滿(man)意(yi)(yi)(yi)度為(wei)89.1%。
五、存在問題和今后的打算
提案工作與過(guo)去(qu)相比有進步(bu),但仍(reng)然存在(zai)一些問題和(he)不足。
1.個別(bie)提案承辦(ban)(ban)部門(men)對所辦(ban)(ban)理(li)(li)的提案重視程度不夠(gou),辦(ban)(ban)理(li)(li)過(guo)程拖拉,辦(ban)(ban)理(li)(li)質量(liang)不高。
2.雙代會代表提(ti)案工作水(shui)平有待提(ti)高,特(te)別是提(ti)案撰(zhuan)寫比(bi)較集(ji)中民生(sheng)福利(li),而(er)對學校(xiao)發(fa)展大局關注度不夠。
針對存在(zai)的(de)問(wen)題(ti),我們提(ti)(ti)出(chu)改進工(gong)作(zuo)的(de)措施:(1)加強與提(ti)(ti)案(an)(an)承辦部(bu)門溝(gou)通,提(ti)(ti)升(sheng)他們對提(ti)(ti)案(an)(an)落實工(gong)作(zuo)重要(yao)性的(de)認識;(2)在(zai)可能的(de)條件下,對雙代會代表進行提(ti)(ti)案(an)(an)方面(mian)的(de)培訓學習(xi),提(ti)(ti)高提(ti)(ti)案(an)(an)工(gong)作(zuo)水(shui)平。
六、總結表彰
經工會(hui)委(wei)員會(hui)評選,2013年度4個(ge)“優秀提(ti)案(an)”和2個(ge)“提(ti)案(an)承辦先進單位”分(fen)別(bie)是:
第(di)一,鄭永森、張臻、蘇文(wen)代(dai)(dai)表(biao)提(ti)(ti)出(chu)的“開設‘書院(yuan)講壇’,推進書院(yuan)制改革和文(wen)化育人工作”;第(di)二(er),麻小紅、魯(lu)林華、施蓓、朱方(fang)來、鮑(bao)薇(wei)(wei)薇(wei)(wei)、邱浩、肖景文(wen)、王群、張雷代(dai)(dai)表(biao)提(ti)(ti)出(chu)的“公布(bu)學(xue)校教師集資款運(yun)營狀態”;第(di)三,郭剛、吳鋒、余菲、李放、尹向東(dong)、陳(chen)燕(yan)代(dai)(dai)表(biao)提(ti)(ti)出(chu)的“將無線網絡(luo)覆蓋整個校區”;第(di)四,袁述義、楊燕(yan)云、文(wen)小龍代(dai)(dai)表(biao)提(ti)(ti)出(chu)的“制作佩戴(dai)校徽(hui)”。
2013年(nian)度2個“提案承辦先進單位”分別(bie)是人事處、后勤基(ji)建處。
第二部分:本次雙代會提案和建議情況報告
按照學校《教職(zhi)工(gong)代(dai)(dai)表大會(hui)(hui)(hui)工(gong)作細則》和工(gong)會(hui)(hui)(hui)的(de)(de)(de)有關(guan)規定,校工(gong)會(hui)(hui)(hui)于(yu)(yu)(yu)今年(nian)3月初向學校提交(jiao)(jiao)了“關(guan)于(yu)(yu)(yu)召開第五(wu)屆教代(dai)(dai)會(hui)(hui)(hui)暨第六屆工(gong)代(dai)(dai)會(hui)(hui)(hui)第二次會(hui)(hui)(hui)議(yi)的(de)(de)(de)請示”,并于(yu)(yu)(yu)3月14日得到校黨委批復,啟動大會(hui)(hui)(hui)的(de)(de)(de)籌(chou)備程序,給各分(fen)工(gong)會(hui)(hui)(hui)發出了向代(dai)(dai)表征集提案(an)的(de)(de)(de)通(tong)知。代(dai)(dai)表們圍繞(rao)學校發展、人事制度改革以(yi)及(ji)教職(zhi)工(gong)所(suo)關(guan)心的(de)(de)(de)問題,認真思考,深入調研,廣泛聽(ting)取意見,負責任地提交(jiao)(jiao)每(mei)一個提案(an)。
截(jie)至3月25日,本次雙(shuang)代會(hui)共收到99份(fen)提(ti)案(an)表(見(jian)附(fu)件2)。分為教學(xue)、科研、學(xue)生、人事、行政教輔、生活服務及其它(ta)等方面(mian)。會(hui)后,提(ti)案(an)工作(zuo)委員(yuan)會(hui)將本著務實(shi)革(ge)新精神,對(dui)代表們提(ti)出(chu)的提(ti)案(an)進行歸類整理,認真討論研究(jiu)是否立案(an),同時送校領導批示,提(ti)交相關職能部門(men)落實(shi)辦(ban)理。
