第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代(dai)會(hui)第一次會(hui)議,共收到提(ti)案(an)表126份,經提(ti)案(an)委員會(hui)專題會(hui)議審議后,歸(gui)類整理出64件(jian)提(ti)案(an)、31個意見和建議、5個不立案(an)議題。

  具體情(qing)況(kuang)如下:(一(yi))對符合(he)黨和國家政策法規(gui),學校(xiao)有(you)條件辦理,又確實需要辦理的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an),提(ti)(ti)案(an)(an)(an)(an)(an)委員會(hui)將(jiang)(jiang)80個(ge)議(yi)(yi)題(ti)(ti)整理合(he)并為64個(ge)正(zheng)式提(ti)(ti)案(an)(an)(an)(an)(an);(二)對一(yi)些不符合(he)立(li)(li)案(an)(an)(an)(an)(an)要求(qiu)但有(you)參考(kao)價值(zhi)的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an),提(ti)(ti)案(an)(an)(an)(an)(an)委員會(hui)將(jiang)(jiang)41個(ge)議(yi)(yi)題(ti)(ti)匯總(zong)整理為31個(ge)意(yi)見和建議(yi)(yi),匯總(zong)后轉送有(you)關(guan)職能部門(men),逐條向提(ti)(ti)案(an)(an)(an)(an)(an)人回(hui)復;(三(san))對屬于個(ge)人問題(ti)(ti)提(ti)(ti)案(an)(an)(an)(an)(an)、或提(ti)(ti)出的(de)(de)(de)(de)問題(ti)(ti)正(zheng)確,但已(yi)經(jing)解決的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an),以及一(yi)時沒有(you)條件解決的(de)(de)(de)(de),可向提(ti)(ti)案(an)(an)(an)(an)(an)人做(zuo)出解釋的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an),則不予立(li)(li)案(an)(an)(an)(an)(an)。(四)5個(ge)不立(li)(li)案(an)(an)(an)(an)(an)議(yi)(yi)題(ti)(ti):第(di)(di)(di)一(yi),關(guan)于為來深探望子女的(de)(de)(de)(de)父(fu)母提(ti)(ti)供臨時住所的(de)(de)(de)(de)建議(yi)(yi)。不立(li)(li)案(an)(an)(an)(an)(an)原(yuan)因(yin)(yin)(yin):學校(xiao)西麗湖校(xiao)區設(she)有(you)招待所,可以滿足需求(qiu);第(di)(di)(di)二,關(guan)于建議(yi)(yi)學校(xiao)為各二級學院單位配(pei)備(bei)急(ji)救(jiu)箱的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)。不立(li)(li)案(an)(an)(an)(an)(an)原(yuan)因(yin)(yin)(yin):急(ji)救(jiu)工作(zuo)涉及面廣,針對性強(qiang),需要有(you)資(zi)質的(de)(de)(de)(de)醫(yi)護人員正(zheng)確規(gui)范操作(zuo),建議(yi)(yi)將(jiang)(jiang)突發(fa)情(qing)況(kuang)及時報告(gao)醫(yi)務(wu)室(shi)(shi)或校(xiao)外醫(yi)療(liao)機構處置;第(di)(di)(di)三(san),關(guan)于清理辦公室(shi)(shi)毀壞桌椅(yi)的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)。不立(li)(li)案(an)(an)(an)(an)(an)原(yuan)因(yin)(yin)(yin):無(wu)明確地點;第(di)(di)(di)四,關(guan)于修(xiu)剪學校(xiao)內路邊的(de)(de)(de)(de)樹枝的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)。不立(li)(li)案(an)(an)(an)(an)(an)原(yuan)因(yin)(yin)(yin):屬于明喆物業綠化管理日常(chang)工作(zuo);第(di)(di)(di)五,關(guan)于校(xiao)門(men)增(zeng)加校(xiao)區標(biao)識,設(she)計考(kao)慮(lv)建筑風(feng)水的(de)(de)(de)(de)提(ti)(ti)案(an)(an)(an)(an)(an)。不立(li)(li)案(an)(an)(an)(an)(an)原(yuan)因(yin)(yin)(yin):不符合(he)一(yi)事(shi)一(yi)議(yi)(yi)原(yuan)則,其(qi)中一(yi)事(shi)提(ti)(ti)法亦不妥當。

  二、提案受理情況

  在落(luo)實提案辦理的過程中(zhong),學校工會(hui)多(duo)次召開提案工作委(wei)員會(hui)會(hui)議,及時與(yu)有關(guan)的職能部門進行溝通,完成提案處(chu)理落(luo)實工作。

  64件(jian)提案涉及到教(jiao)學、科(ke)研、學生、人事、行政教(jiao)輔、生活服務及其它等7個方面。其中(zhong)“(一)制作(zuo)佩戴校徽;(二(er))開(kai)設“書院論壇”;(三)推進解(jie)決教(jiao)職(zhi)工(gong)集資(zi)款(kuan);(四)進一步完善校園無線(xian)網絡覆蓋;(五)新增校區電瓶(ping)車、方便師生員工(gong)出行”等5件(jian)提案確定為(wei)2013年度學校為(wei)教(jiao)職(zhi)工(gong)辦理的實事。

  四、提案委員會工作

  提案委(wei)員(yuan)會(hui)是(shi)雙代會(hui)提案落實的(de)(de)最基(ji)本(ben)的(de)(de)工(gong)作組(zu)織。本(ben)著“提醒重視,溝通交流,推動進程”的(de)(de)工(gong)作原則,對(dui)與多(duo)部門(men)相(xiang)關(guan)的(de)(de)提案,注(zhu)重組(zu)織協調;對(dui)常規提案,逐(zhu)一跟蹤檢查。一年來,在校分(fen)管領導(dao)的(de)(de)指導(dao)、各部門(men)支(zhi)持、以及全體委(wei)員(yuan)和校工(gong)會(hui)共同(tong)努力下,較(jiao)好(hao)地履行了(le)職責,順(shun)利地完成了(le)工(gong)作任務。

  1.做好提案宣傳工作,使(shi)廣大教職工和雙(shuang)代(dai)會代(dai)表加深對提案價值的認識:即提案是雙(shuang)代(dai)會廣泛聯系群眾(zhong)(zhong)、集(ji)中群眾(zhong)(zhong)智慧、吸引(yin)教職工參與學(xue)校民主管(guan)理和民主監(jian)督的一個重(zhong)要途徑。

  2.保證提(ti)案調研時間。嚴格執(zhi)行(xing)雙代(dai)會相關規(gui)定,督(du)促代(dai)表樹(shu)立(li)群眾意(yi)識,平時注意(yi)群眾反(fan)映,為提(ti)案準備信息資源,及時反(fan)映教職(zhi)工的意(yi)見(jian)和建議。

  3.準確把(ba)握提(ti)(ti)案的(de)立(li)案。凡(fan)是(shi)(shi)按要求(qiu)提(ti)(ti)交的(de)提(ti)(ti)案表,原則(ze)上都予以立(li)案。對(dui)于沒有立(li)案的(de)提(ti)(ti)案,即使是(shi)(shi)個(ge)案或建議,本(ben)著(zhu)實事求(qiu)是(shi)(shi)的(de)態度(du)認真對(dui)待和處(chu)理。

  4.不(bu)斷(duan)提高提案(an)辦理的質量(liang)。一(yi)是規范提案(an)辦理的程序(xu);二是加大(da)督辦的力度,跟蹤落(luo)實(shi),確保能解(jie)決(jue)的問題及時解(jie)決(jue)。一(yi)些因客(ke)觀原因一(yi)時做(zuo)不(bu)到的,則做(zuo)好(hao)解(jie)釋工作,真(zhen)正(zheng)做(zuo)到案(an)案(an)有(you)回(hui)音,件件有(you)交待(dai)。

  5.推動承辦(ban)(ban)單位實施“一把手(shou)”工(gong)程(cheng),確(que)保交出(chu)滿意(yi)(yi)(yi)“答卷(juan)”。在提(ti)案辦(ban)(ban)理過程(cheng)中,絕大(da)多數承辦(ban)(ban)單位一把手(shou)親自負(fu)(fu)責(ze),親自過問,從嚴要求、從快辦(ban)(ban)理,表(biao)現出(chu)對學校事業高度(du)負(fu)(fu)責(ze)的態度(du)。人事處(chu)承辦(ban)(ban)提(ti)案14件(jian)、意(yi)(yi)(yi)見和(he)建議(yi)5個;后勤基建處(chu)承辦(ban)(ban)提(ti)案11件(jian)、意(yi)(yi)(yi)見和(he)建議(yi)12個。此類提(ti)案大(da)多是民(min)生話(hua)題,直接關系(xi)到(dao)師生員(yuan)工(gong)的切身利(li)益。在接到(dao)提(ti)案后,兩個部門負(fu)(fu)責(ze)人分(fen)(fen)別帶(dai)領有關人員(yuan),認真分(fen)(fen)析(xi)原因(yin),限(xian)時辦(ban)(ban)理,并(bing)加強與(yu)提(ti)案人溝通,爭取提(ti)案人的理解(jie)和(he)支持。

  至2013年底,在(zai)(zai)各(ge)承辦部門的(de)(de)大力支持和(he)配合(he)(he)下,已全部答(da)復(fu)提案人。承諾(nuo)為教(jiao)職(zhi)(zhi)員工(gong)(gong)辦的(de)(de)年度5件(jian)實事中(zhong),書院論壇開始運作;電瓶車新增(zeng)了3輛;校(xiao)徽(hui)在(zai)(zai)進一(yi)步的(de)(de)改(gai)進;校(xiao)園無線網絡在(zai)(zai)進一(yi)步的(de)(de)完善;教(jiao)職(zhi)(zhi)工(gong)(gong)集(ji)資(zi)款這一(yi)歷(li)史遺(yi)留問題正(zheng)在(zai)(zai)處理中(zhong),學校(xiao)一(yi)如既往積極與(yu)上(shang)海思博(bo)職(zhi)(zhi)業技術學院聯系,責成校(xiao)內有關公司按(an)公司法(fa)合(he)(he)法(fa)、合(he)(he)理、合(he)(he)情地予以解決(jue)。3月20日,上(shang)海思博(bo)職(zhi)(zhi)業技術學院黨政主要(yao)領(ling)導帶隊(dui)來校(xiao)尋求解決(jue)途徑。我們將繼(ji)續跟蹤(zong)推進,確(que)保教(jiao)職(zhi)(zhi)工(gong)(gong)的(de)(de)合(he)(he)法(fa)權益(yi)。

  綜上所述,上次會議(yi)64件(jian)提(ti)案中,不宜采用和(he)難以落(luo)實(shi)的(de)共(gong)10項,占(zhan)15.6%;其余54件(jian),已經落(luo)實(shi)和(he)正在落(luo)實(shi)的(de)48件(jian),占(zhan)75.0%;還有正在論(lun)證,經過努力(li)可以完成(cheng)的(de)6件(jian),占(zhan)9.4%。

  提(ti)案(an)(an)委(wei)員會(hui)向提(ti)案(an)(an)人發(fa)出《提(ti)案(an)(an)反饋(kui)意(yi)見評(ping)價表》,對職能部門(men)承辦的64個(ge)(ge)提(ti)案(an)(an)給出“滿(man)(man)意(yi)”、“不滿(man)(man)意(yi)”、“無所謂(wei)”的評(ping)價意(yi)見。統計結果(guo)為:2個(ge)(ge)提(ti)案(an)(an)被評(ping)“無所謂(wei)”,5個(ge)(ge)提(ti)案(an)(an)被評(ping)“不滿(man)(man)意(yi)”,57個(ge)(ge)提(ti)案(an)(an)都被評(ping)為“滿(man)(man)意(yi)”,提(ti)案(an)(an)反饋(kui)意(yi)見的滿(man)(man)意(yi)度為89.1%。

  五、存在問題和今后的打算

  提案工作與過去相比有進(jin)步,但仍然存在(zai)一(yi)些問題(ti)和不(bu)足。

  1.個別提(ti)案承辦(ban)部門對所辦(ban)理的提(ti)案重(zhong)視程(cheng)度不夠,辦(ban)理過程(cheng)拖拉,辦(ban)理質量不高。

  2.雙代會代表(biao)提(ti)案工作水平(ping)有(you)待提(ti)高,特別是提(ti)案撰(zhuan)寫比較集中民生福利,而對學校發展大局關注(zhu)度(du)不(bu)夠。

  針對(dui)存在的問(wen)題,我們提(ti)(ti)出改進工作的措施:(1)加(jia)強(qiang)與提(ti)(ti)案承辦部門(men)溝通(tong),提(ti)(ti)升他們對(dui)提(ti)(ti)案落實(shi)工作重要性(xing)的認識;(2)在可能的條件下(xia),對(dui)雙代(dai)會(hui)代(dai)表(biao)進行(xing)提(ti)(ti)案方面的培訓學習,提(ti)(ti)高提(ti)(ti)案工作水平。

  六、總結表彰

  經工會委員會評選(xuan),2013年度4個“優秀提案(an)(an)”和(he)2個“提案(an)(an)承辦(ban)先進(jin)單位”分別是:

  第一,鄭(zheng)永森、張臻、蘇文代(dai)表提(ti)出(chu)(chu)(chu)的“開設‘書(shu)(shu)院(yuan)講壇’,推(tui)進書(shu)(shu)院(yuan)制(zhi)改革和(he)文化育人工作(zuo)”;第二,麻小(xiao)紅、魯林華、施蓓、朱方(fang)來、鮑薇薇、邱浩、肖景(jing)文、王群、張雷(lei)代(dai)表提(ti)出(chu)(chu)(chu)的“公布學校(xiao)(xiao)教師集資(zi)款運營狀態”;第三,郭(guo)剛(gang)、吳(wu)鋒、余(yu)菲(fei)、李放、尹向東、陳燕代(dai)表提(ti)出(chu)(chu)(chu)的“將無線(xian)網絡覆蓋整個校(xiao)(xiao)區”;第四,袁述義、楊燕云、文小(xiao)龍代(dai)表提(ti)出(chu)(chu)(chu)的“制(zhi)作(zuo)佩戴校(xiao)(xiao)徽”。

  2013年度(du)2個“提案承辦先(xian)進單位”分別是人事處、后勤基建處。

第二部分:本次雙代會提案和建議情況報告

  按照學(xue)校《教職工(gong)代表大(da)會(hui)(hui)(hui)(hui)工(gong)作細則》和工(gong)會(hui)(hui)(hui)(hui)的(de)(de)(de)有關規定(ding),校工(gong)會(hui)(hui)(hui)(hui)于今年3月初向學(xue)校提(ti)交(jiao)了“關于召(zhao)開第(di)(di)五(wu)屆教代會(hui)(hui)(hui)(hui)暨第(di)(di)六屆工(gong)代會(hui)(hui)(hui)(hui)第(di)(di)二次會(hui)(hui)(hui)(hui)議的(de)(de)(de)請示”,并(bing)于3月14日得(de)到校黨委批復,啟(qi)動(dong)大(da)會(hui)(hui)(hui)(hui)的(de)(de)(de)籌(chou)備程序,給各分(fen)工(gong)會(hui)(hui)(hui)(hui)發出了向代表征集提(ti)案的(de)(de)(de)通知(zhi)。代表們圍繞(rao)學(xue)校發展、人事制(zhi)度改革以及教職工(gong)所關心(xin)的(de)(de)(de)問題,認真思考,深入(ru)調研(yan),廣泛聽取意(yi)見,負責任地提(ti)交(jiao)每一(yi)個提(ti)案。

  截(jie)至(zhi)3月25日,本次雙(shuang)代(dai)會共收到(dao)99份提案(an)表(biao)(見附(fu)件2)。分(fen)為教(jiao)學、科(ke)研、學生、人事(shi)、行(xing)政(zheng)教(jiao)輔、生活服務及其它(ta)等方面。會后,提案(an)工作委員會將本著(zhu)務實革新精神,對代(dai)表(biao)們(men)提出的提案(an)進行(xing)歸類(lei)整理,認真(zhen)討(tao)論研究(jiu)是(shi)否立案(an),同時(shi)送校(xiao)領(ling)導(dao)批示,提交相關職(zhi)能部門落實辦理。
