第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代會第一次會議(yi),共(gong)收到提案(an)表126份,經提案(an)委員會專題(ti)會議(yi)審議(yi)后,歸(gui)類整理出64件提案(an)、31個意見和建議(yi)、5個不立案(an)議(yi)題(ti)。

  具(ju)體情(qing)況如下:(一)對符合黨和國家政策法(fa)規,學(xue)(xue)(xue)(xue)校(xiao)有(you)(you)條件(jian)辦理(li),又確(que)實需(xu)要辦理(li)的(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)委員(yuan)(yuan)會將80個(ge)議(yi)(yi)(yi)(yi)題(ti)整(zheng)理(li)合并(bing)為(wei)(wei)64個(ge)正(zheng)(zheng)式提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an);(二)對一些不(bu)(bu)(bu)(bu)符合立(li)(li)(li)案(an)(an)(an)(an)要求但有(you)(you)參考(kao)價(jia)值的(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)委員(yuan)(yuan)會將41個(ge)議(yi)(yi)(yi)(yi)題(ti)匯總(zong)整(zheng)理(li)為(wei)(wei)31個(ge)意見和建(jian)議(yi)(yi)(yi)(yi),匯總(zong)后轉送有(you)(you)關(guan)職能部門,逐條向提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)人(ren)回復(fu);(三)對屬(shu)于個(ge)人(ren)問(wen)題(ti)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)、或(huo)提(ti)(ti)(ti)(ti)(ti)出的(de)(de)問(wen)題(ti)正(zheng)(zheng)確(que),但已經(jing)解(jie)決的(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an),以及一時(shi)(shi)(shi)沒有(you)(you)條件(jian)解(jie)決的(de)(de),可向提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)人(ren)做(zuo)出解(jie)釋(shi)的(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an),則(ze)不(bu)(bu)(bu)(bu)予立(li)(li)(li)案(an)(an)(an)(an)。(四)5個(ge)不(bu)(bu)(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)議(yi)(yi)(yi)(yi)題(ti):第(di)(di)一,關(guan)于為(wei)(wei)來深探望(wang)子女的(de)(de)父母(mu)提(ti)(ti)(ti)(ti)(ti)供臨時(shi)(shi)(shi)住所的(de)(de)建(jian)議(yi)(yi)(yi)(yi)。不(bu)(bu)(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):學(xue)(xue)(xue)(xue)校(xiao)西(xi)麗湖校(xiao)區設(she)有(you)(you)招(zhao)待(dai)所,可以滿足需(xu)求;第(di)(di)二,關(guan)于建(jian)議(yi)(yi)(yi)(yi)學(xue)(xue)(xue)(xue)校(xiao)為(wei)(wei)各(ge)二級學(xue)(xue)(xue)(xue)院單位配備急救箱的(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):急救工作(zuo)涉及面廣,針對性強(qiang),需(xu)要有(you)(you)資質的(de)(de)醫(yi)護人(ren)員(yuan)(yuan)正(zheng)(zheng)確(que)規范操作(zuo),建(jian)議(yi)(yi)(yi)(yi)將突發情(qing)況及時(shi)(shi)(shi)報(bao)告醫(yi)務室或(huo)校(xiao)外醫(yi)療機(ji)構(gou)處(chu)置(zhi);第(di)(di)三,關(guan)于清理(li)辦公室毀壞桌椅的(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):無明確(que)地點;第(di)(di)四,關(guan)于修剪學(xue)(xue)(xue)(xue)校(xiao)內(nei)路邊的(de)(de)樹枝的(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):屬(shu)于明喆物業綠化管理(li)日常工作(zuo);第(di)(di)五,關(guan)于校(xiao)門增加(jia)校(xiao)區標識(shi),設(she)計(ji)考(kao)慮建(jian)筑風(feng)水(shui)的(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):不(bu)(bu)(bu)(bu)符合一事(shi)一議(yi)(yi)(yi)(yi)原(yuan)(yuan)則(ze),其中一事(shi)提(ti)(ti)(ti)(ti)(ti)法(fa)亦不(bu)(bu)(bu)(bu)妥(tuo)當。

  二、提案受理情況

  在落實提(ti)案辦理(li)(li)的(de)(de)過程中,學校工(gong)會多(duo)次召開提(ti)案工(gong)作(zuo)委員會會議,及時與有關的(de)(de)職能部門進(jin)行溝通,完成提(ti)案處(chu)理(li)(li)落實工(gong)作(zuo)。

  64件提案涉及(ji)到教學、科研、學生、人事、行政教輔(fu)、生活服務(wu)及(ji)其它等(deng)7個方面(mian)。其中“(一)制作(zuo)佩戴校(xiao)徽(hui);(二(er))開(kai)設“書院論壇”;(三)推(tui)進解決教職工集資(zi)款(kuan);(四)進一步完善校(xiao)園無線網絡覆蓋(gai);(五(wu))新增(zeng)校(xiao)區電瓶車(che)、方便師生員工出行”等(deng)5件提案確定為2013年度學校(xiao)為教職工辦理(li)的實事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提案委(wei)員(yuan)會(hui)是(shi)雙代會(hui)提案落實(shi)的(de)最(zui)基本(ben)的(de)工(gong)作組(zu)織。本(ben)著“提醒重視(shi),溝通交流,推動進(jin)程”的(de)工(gong)作原則(ze),對與多部(bu)(bu)門相關的(de)提案,注重組(zu)織協(xie)調;對常規(gui)提案,逐一(yi)跟蹤(zong)檢(jian)查(cha)。一(yi)年來,在校分管領導的(de)指導、各部(bu)(bu)門支持、以及(ji)全體(ti)委(wei)員(yuan)和校工(gong)會(hui)共同努力下(xia),較好(hao)地(di)履行(xing)了(le)職(zhi)責,順利地(di)完成(cheng)了(le)工(gong)作任務。

  1.做好提(ti)案(an)宣(xuan)傳工(gong)作(zuo),使(shi)廣(guang)大教(jiao)職(zhi)工(gong)和(he)(he)雙代會(hui)(hui)代表加深對提(ti)案(an)價值的認(ren)識:即(ji)提(ti)案(an)是(shi)雙代會(hui)(hui)廣(guang)泛(fan)聯(lian)系群(qun)(qun)眾、集中群(qun)(qun)眾智(zhi)慧、吸引(yin)教(jiao)職(zhi)工(gong)參與學校民主管理(li)和(he)(he)民主監督的一個(ge)重要途(tu)徑。

  2.保證提案調研時(shi)間。嚴(yan)格執行雙代會相關規定,督促代表樹立群眾意識,平(ping)時(shi)注意群眾反(fan)映,為(wei)提案準備(bei)信息資源,及時(shi)反(fan)映教職工的意見和建議。

  3.準確(que)把握提(ti)案的(de)立(li)案。凡(fan)是(shi)(shi)(shi)按要求提(ti)交(jiao)的(de)提(ti)案表,原則上都予以立(li)案。對于(yu)沒(mei)有立(li)案的(de)提(ti)案,即使是(shi)(shi)(shi)個案或(huo)建議,本著實事求是(shi)(shi)(shi)的(de)態度(du)認真(zhen)對待和處理(li)。

  4.不(bu)斷提(ti)高(gao)提(ti)案(an)(an)辦理的(de)質量。一(yi)是規范(fan)提(ti)案(an)(an)辦理的(de)程序;二(er)是加(jia)大(da)督辦的(de)力(li)度,跟(gen)蹤落(luo)實,確保能解決的(de)問題(ti)及時解決。一(yi)些因客(ke)觀原因一(yi)時做不(bu)到(dao)的(de),則(ze)做好解釋(shi)工作(zuo),真正做到(dao)案(an)(an)案(an)(an)有(you)回音,件件有(you)交待(dai)。

  5.推動(dong)承(cheng)辦(ban)(ban)單位(wei)實(shi)施“一把(ba)(ba)手(shou)”工程,確保交出滿意“答卷”。在提(ti)案(an)辦(ban)(ban)理(li)(li)(li)過(guo)程中,絕大(da)多數承(cheng)辦(ban)(ban)單位(wei)一把(ba)(ba)手(shou)親(qin)自負責(ze),親(qin)自過(guo)問,從(cong)嚴要求、從(cong)快辦(ban)(ban)理(li)(li)(li),表(biao)現出對學校事業高度負責(ze)的態度。人(ren)事處承(cheng)辦(ban)(ban)提(ti)案(an)14件、意見(jian)和(he)建(jian)議5個;后勤(qin)基建(jian)處承(cheng)辦(ban)(ban)提(ti)案(an)11件、意見(jian)和(he)建(jian)議12個。此(ci)類(lei)提(ti)案(an)大(da)多是民生(sheng)話題,直接關(guan)系(xi)到師生(sheng)員工的切身利(li)益。在接到提(ti)案(an)后,兩個部門(men)負責(ze)人(ren)分別帶領有關(guan)人(ren)員,認真分析(xi)原(yuan)因,限時(shi)辦(ban)(ban)理(li)(li)(li),并加強與提(ti)案(an)人(ren)溝通(tong),爭取提(ti)案(an)人(ren)的理(li)(li)(li)解和(he)支(zhi)持。

  至2013年底,在(zai)各承(cheng)辦部(bu)門的大(da)力支持和(he)配合(he)下,已全部(bu)答復(fu)提案人。承(cheng)諾為教職員工(gong)辦的年度(du)5件(jian)實事中,書院論(lun)壇開始運作;電瓶車新增了3輛;校(xiao)(xiao)(xiao)(xiao)徽(hui)在(zai)進(jin)一(yi)步的改進(jin);校(xiao)(xiao)(xiao)(xiao)園無線網絡在(zai)進(jin)一(yi)步的完善;教職工(gong)集資款這(zhe)一(yi)歷(li)史遺留問題(ti)正在(zai)處(chu)理中,學校(xiao)(xiao)(xiao)(xiao)一(yi)如既往積極與上(shang)海(hai)思(si)博職業技(ji)術學院聯系,責成校(xiao)(xiao)(xiao)(xiao)內有關(guan)公司按公司法(fa)(fa)合(he)法(fa)(fa)、合(he)理、合(he)情地(di)予(yu)以解決。3月20日,上(shang)海(hai)思(si)博職業技(ji)術學院黨政(zheng)主要領導(dao)帶隊來校(xiao)(xiao)(xiao)(xiao)尋求解決途徑。我們將繼續跟蹤推進(jin),確保(bao)教職工(gong)的合(he)法(fa)(fa)權益。

  綜上(shang)所(suo)述,上(shang)次會(hui)議(yi)64件(jian)(jian)提案中(zhong),不宜采用和(he)難以(yi)落(luo)實(shi)的共10項(xiang),占(zhan)15.6%;其余54件(jian)(jian),已經落(luo)實(shi)和(he)正在落(luo)實(shi)的48件(jian)(jian),占(zhan)75.0%;還有正在論證(zheng),經過努力可以(yi)完成(cheng)的6件(jian)(jian),占(zhan)9.4%。

  提(ti)案(an)(an)(an)(an)委(wei)員會(hui)向提(ti)案(an)(an)(an)(an)人發(fa)出《提(ti)案(an)(an)(an)(an)反(fan)饋意(yi)見評價表》,對(dui)職(zhi)能部門承辦的(de)64個提(ti)案(an)(an)(an)(an)給(gei)出“滿意(yi)”、“不(bu)滿意(yi)”、“無所(suo)謂(wei)”的(de)評價意(yi)見。統計結果為(wei):2個提(ti)案(an)(an)(an)(an)被評“無所(suo)謂(wei)”,5個提(ti)案(an)(an)(an)(an)被評“不(bu)滿意(yi)”,57個提(ti)案(an)(an)(an)(an)都被評為(wei)“滿意(yi)”,提(ti)案(an)(an)(an)(an)反(fan)饋意(yi)見的(de)滿意(yi)度為(wei)89.1%。

  五、存在問題和今后的打算

  提案工作與過去(qu)相(xiang)比有(you)進步,但仍然存在一些問題和不(bu)足(zu)。

  1.個別提(ti)案承(cheng)辦(ban)部門對所辦(ban)理的提(ti)案重視程(cheng)(cheng)度不(bu)夠,辦(ban)理過(guo)程(cheng)(cheng)拖拉,辦(ban)理質量不(bu)高。

  2.雙代會代表提(ti)案工作(zuo)水平有待提(ti)高,特別(bie)是提(ti)案撰寫比較(jiao)集(ji)中民生福利,而對學校發展大局關注(zhu)度不夠。

  針對(dui)存在的問題,我們提(ti)出(chu)改進工作的措施:(1)加強與提(ti)案(an)(an)承辦部門(men)溝通,提(ti)升他們對(dui)提(ti)案(an)(an)落實工作重要性(xing)的認識;(2)在可能(neng)的條件下,對(dui)雙代會代表進行提(ti)案(an)(an)方面的培訓學習,提(ti)高提(ti)案(an)(an)工作水平。

  六、總結表彰

  經工會委員會評選,2013年度4個“優秀(xiu)提案(an)”和2個“提案(an)承辦先進(jin)單位”分別是:

  第(di)一,鄭永森、張臻、蘇文代表(biao)提(ti)出的“開設(she)‘書院講壇(tan)’,推進書院制改(gai)革和文化育人工(gong)作(zuo)”;第(di)二,麻小紅、魯林華、施(shi)蓓、朱方(fang)來、鮑薇(wei)薇(wei)、邱浩、肖景文、王群、張雷代表(biao)提(ti)出的“公布學校(xiao)(xiao)教師集(ji)資(zi)款運(yun)營狀(zhuang)態(tai)”;第(di)三,郭剛、吳鋒、余菲、李(li)放、尹向東(dong)、陳燕(yan)代表(biao)提(ti)出的“將無線網絡覆蓋整個校(xiao)(xiao)區”;第(di)四,袁述義(yi)、楊(yang)燕(yan)云、文小龍代表(biao)提(ti)出的“制作(zuo)佩戴校(xiao)(xiao)徽”。

  2013年度2個“提(ti)案承辦先進單位”分(fen)別(bie)是人事處(chu)、后勤(qin)基建處(chu)。

第二部分:本次雙代會提案和建議情況報告

  按照學校(xiao)《教職工代(dai)表大會(hui)(hui)工作細則》和工會(hui)(hui)的(de)有關(guan)(guan)規定,校(xiao)工會(hui)(hui)于(yu)今(jin)年(nian)3月(yue)初向學校(xiao)提交了“關(guan)(guan)于(yu)召(zhao)開(kai)第(di)五屆(jie)教代(dai)會(hui)(hui)暨(ji)第(di)六(liu)屆(jie)工代(dai)會(hui)(hui)第(di)二次會(hui)(hui)議的(de)請(qing)示”,并于(yu)3月(yue)14日得到校(xiao)黨(dang)委批復,啟(qi)動大會(hui)(hui)的(de)籌備程序,給(gei)各(ge)分工會(hui)(hui)發(fa)出了向代(dai)表征集提案的(de)通知。代(dai)表們圍繞學校(xiao)發(fa)展(zhan)、人(ren)事制度改革以及教職工所(suo)關(guan)(guan)心的(de)問題,認真(zhen)思(si)考,深入調(diao)研,廣泛聽取意見,負(fu)責任地提交每一個提案。

  截至3月25日,本次雙代會(hui)(hui)共(gong)收到99份提(ti)案表(biao)(見(jian)附件2)。分為(wei)教學、科研、學生、人事、行政教輔、生活服(fu)務及其它等方面。會(hui)(hui)后(hou),提(ti)案工作委(wei)員會(hui)(hui)將本著(zhu)務實革新(xin)精神,對代表(biao)們提(ti)出(chu)的提(ti)案進(jin)行歸類整理,認真討論(lun)研究是否立案,同時送校領導批示,提(ti)交(jiao)相關(guan)職(zhi)能部門落實辦(ban)理。
